The Freedom of Information Act gives members of the public certain rights to access information created and held by the Trust. Under the Act, public authorities such as East Lancashire Hospitals NHS Trust have two main duties:
- to respond to written requests from members of the public for information held by the authority
- to maintain a Publication Scheme
Our Publication Scheme has been available since October 2003 and ensures any information routinely published by the Trust is readily available.
The purpose of the Act is to encourage a more open culture in the public sector and to give the public access to the information created by public authorities in their day-to-day decision making.

Declarations of Interest, Gifts and Hospitality
As a publicly funded NHS hospital provider, the Trust has a duty to ensure that all decisions, especially those involving how we spend public money, are made in an open and honest way. This includes the way in which we buy goods and services.
To support this, we ask certain employees to declare any personal or professional interests that could affect, or appear to affect, their decision-making.
These are recorded in our Declarations of Interest Register, which we publish so that the public can see we are working fairly and transparently.
All colleagues in ‘decision-making’ roles – defined in our Trust as those paid at Band 8b and above and anyone working in procurement or finance must complete a declaration. Others may also need to make a declaration depending on their responsibilities, following the published NHS England guidance https://www.england.nhs.uk/publication/managing-conflicts-of-interest-in-the-nhs-guidance-for-staff-and-organisations/.
You can use these registers to see which colleagues have declared interests and what those interests are. This helps make sure that our work continues to meet the highest standards of integrity, accountability and public trust.
