Etiquette for observing an NHS Board Meeting held in public
NHS Board meetings are meetings held in public, not public meetings. This means members of the public are welcome to attend and observe the Board’s discussions and decision-making, but they are not participants in the meeting itself.
To help the meeting run smoothly and respectfully, please follow the guidance below.
Before the meeting
- Please arrive in good time so the meeting can begin promptly
- Switch mobile phones and electronic devices to silent mode
- Seating is provided for observers
During the meeting
- The Board conducts its business in line with a formal agenda. Observers are not permitted to speak, comment, or ask questions during the meeting
- Please avoid any behaviour that may disrupt proceedings, including talking, whispering, or reacting audibly to discussions
- Photography, video recording, or audio recording is not permitted unless explicitly authorised in advance
- If you need to leave, please do so quietly and at an appropriate moment
Questions and engagement
While the meeting itself does not include public participation, if you have questions about the agenda or Board business, staff will be happy to direct you to the appropriate contact after the meeting.
Respect and safety
All attendees are expected to behave respectfully towards Board members, staff, and other observers.
Anyone causing disruption may be asked to leave to ensure the meeting can continue effectively.

Our Trust Board meetings are held in venues that are easily accessible to members of the public.
